This is surely the best nice budget hotel, welcoming staff, neat rooms. the setting is good and great, it's just off Central Market, Riverside and Royal Palace. - Further transport in Cambodia/Vietnam and Exchange Square is convenient. - Prampir Makara district won't disappoint you. - I would recommend and would stay there again.
